No. You're not supposed to submerge a new tattoo (less than a month old) in water for any extended length of time, so no swimming and no baths.

You can cover it up with a new tattoo, have the tattooed skin excised (cut out), have the skin removed using dermabrasion (high tech sandpaper or chemicals that peel away the skin) or use laser tattoo removal.
